ABSTRACT
The objectives of this study were to investigate needs of competency of the Northeast’s rural community in disaster management and to examine some factors that affect needs of competency of the Northeast‘s rural community in disaster management. The sample comprised 2 groups of 398 people selected by purposive sampling and multi-stage random sampling. They included a group of those who managed disaster and a group of people in the Northeast’s rural community. A rating-scale questionnaire was used as tool for data collection. Data analysis was done using a computer package. Statistics used to analyze data included percentage, mean, standard deviation, ranking of needs using Modified Priority Needs Index, multiple regression analysis and selection of factors or independent samples through stepwise method.
The findings were as follows :
1. Competency rural community northeast of disaster management. As expectenced by workers associated with disasters as follows.
1.1 Ranks of competency aspects as arranged mean from higher to lower respectively were warning of danger signal,reconstruction,prevention of disaster, decreasing effects, management in a state of emergency, and recovery as well as prevention of disaster.
1.2 Ranks of competency under each competency item as arranged mean from higher to lower respectively were the attention surrounding environment, the common target of the community, the common thinking problems of the community, conscious of safety, awareness of environmental change, interesting news around, concerned with the fate, etc..
2. Competency rural community northeast of disaster management. As is true in the community as perceived by people in the rural Northeast as follows.
2.1 Ranks of competency aspect as arranged mean from higher to lower respectively were the warning to reduce the impact of reconstruction, rehabilitation, management in emergencies, disaster preparedness and disaster prevention.
2.2 Ranks of competency listed as arranged mean from higher to lower respectively were the ability to live simply, understand and adhere to the doctrines of religion. interesting news around, way of thinking both in terms of culture and history, attention surrounding environment. before planning activities, etc..
3. Ranks of needs for the Northeast rural community’s competency in disaster management as arranged from higher to lower respectively were prevention of disaster, readiness to encounter disaster, reconstruction, management in a state of emergency, danger signal, and recovery as well as decreasing effects.
4. Needs for competency of the Northeast‘s rural community in disaster management according to the list of competency items as arranged from higher to lower ranks respectively were participation in wrestling with the community problems,
being not under command from the state power, participation in specifying the community targets, being not under influence of the marketing system, giving a training or introducing knowledge of disaster, a quick change of view points and stances, etc.
5. Four factors that affected needs for competency of the Northeast‘s rural community in disaster management were arraged from higher to lower ranks respectively : knowledge and understanding about disaster management, awareness of disaster, flat or plain area, and plateau, mountain ridge, or valley area.
