The parasitic bureaucratic state of Thailand has managed disasters under the paradigm of sacrifice since the establishment of the central agency for disaster prevention and mitigation. The administration under this sacrificial paradigm operates as follows:

  1. Connection with patronage culture: The administration is intertwined with patronage networks, using them to set criteria for budget allocation.
  2. To show respect and gratitude: The administration must demonstrate respect for the outcomes of the patronage system, expressing gratitude towards patrons who contribute to one’s advancement, happiness, and success in life.
  3. To sever the connection with the people’s awareness: The administration aims to cut off public awareness by allocating benefits or utilizing influential networks to obscure the public’s perception.
  4. For the peaceful execution of budget exploitation: The administration involves influential figures in operations, often through businesses tied to those in power behind the scenes.
